I found an extra snippet about Alan Hart. He was already a district transportation engineer in 1969. He's deep in the controversy over Hwy 17, Road to Santa Cruz. The public refused a proposed full-fledged freeway, content to enjoy the 'pleasure of motoring while passing through boundless beauty on California's wide-lane hi-ways'.
Whether or not inspired by the 'boundless beauty' to be found at a Gate Five houseboat party, no hippie in Marin could have painted the rainbow. The arc of the tunnel is too high even if standing on the roof of a Volkswagen van.
